กสศ. แนะรัฐควรลงทุนงบอาหารกลางวันเพื่อเด็ก ครอบคลุม ม.ต้น โดยเฉพาะโรงเรียนขยายโอกาสที่พึ่งเด็กยากจน ศ.สมพงษ์ จิตระดับ กรรมการผู้ทรงคุณวุฒิ กองทุนเพื่อความเสมอภาคทางการศึกษา (กสศ.) ตลอดเวลาที่ผ่านมากองทุนฯได้เสนอให้ทุกรัฐบาลพิจารณาจัดสรรงบประมาณอาหารกลางวันให้นักเรียนชั้นมัธยมศึกษาตอนต้น โดยเฉพาะโรงเรียนขยายโอกาส ซึ่งเป็นโรงเรียนประถม ที่เปิดสอนในระดับมัธยมต้นด้วย เพราะโรงเรียนระดับมัธยมศึกษาไม่ครอบคลุมในทุกพื้นที่ โรงเรียนขยายโอกาสจึงเป็นที่พึ่งของเด็กยากจนกลุ่ม 15% ล่างของประเทศ ที่ไม่สามารถไปเรียนโรงเรียนในเมืองได้ เพราไม่มีค่าเดินทาง ค่าครองชีพเพียงพอ เป็นเด็กที่มีความเสี่ยงหลุดจากระบบ “สวัสดิการอาหารสำหรับเด็กยากจนจึงเป็นเรื่องจำเป็นมาก ที่ผ่านมา โรงเรียน คุณครู ต่างรู้ดีและต้องแก้ปัญหากันเองมาโดยตลอด ด้วยจิตใจที่มีความเมตตา เมื่อเห็นเด็กท้องหิว ยืนมองน้องๆ กินข้าว ก็ต้องพยายามช่วยเหลือให้เด็กทุกคนในโรงเรียนได้กินอิ่มกันถ้วนหน้า ซึ่งเรื่องนี้ต้องช่วยกันหลายฝ่าย ไม่ว่าจะเป็น ฝ่ายนโยบาย โรงเรียน วัด ท้องถิ่น เอกชน ชุมชน” ศ.สมพงษ์ ชี้ว่า การลงทุนพัฒนามนุษย์ต้องพิจารณาทุกด้าน ถ้าท้องยังร้อง เด็กยังหิว ก็เรียนไม่รู้เรื่อง จากการลงพื้นที่ พบว่า เด็กๆ เหล่านี้ มีอาการปวดท้อง ไม่มีสมาธิ บางคนฟุบกับโต๊ะ บางคนกระวนกระวาย เข้าห้องน้ำบ่อย…
