STATEN ISLAND, N.Y. — A major enforcement effort is underway on Staten Island and throughout New York City to catch the “ghost cars” of drivers who are dodging tolls at the Verrazzano-Narrows Bridge and other crossings.

Richard Hildebrand, vice president and chief of operations at MTA Bridges and Tunnels, issued a stern warning for scofflaws during an interview with the Advance/SILive.com following an enforcement operation on Thursday at the Verrazzano-Narrows Bridge that attracted the attention of many Staten Islanders.
