Victoria Shea: here is the spokesperson of the Ukrainian Foreign Ministry generated by artificial intelligence

The Ministry of Foreign Affairs of Ukraine will have an artificial intelligence (AI)-generated spokesperson tasked with commenting on consular information dedicated to the mass media. The representative of the Ministry of Foreign Affairs, Victoria Shea, is inspired by a real person: the Ukrainian singer and influencer, Rosalie Nombre, who agreed to participate pro bono in the ministry’s project and act as a prototype. To reproduce his physiognomy and voice, the project team photographed and digitized Nombre.

“My work will consist of reporting to the public the operational and verified information of the consular department of the Ministry of Foreign Affairs of Ukraine,” the new virtual spokeswoman said in a video message posted on YouTube. “I will inform journalists about news on the work of consuls in protecting the rights and interests of Ukrainian citizens abroad, response to accidents or emergency situations and other news,” she added. In any case, in a statement the ministry specified that the consular representative will not replace the spokesperson of the Ministry of Foreign Affairs of Ukraine who, after the end of Oleg Nikolenko’s mandate, will be replaced in the near future.

“The use of a digital person generated by artificial intelligence for consular comments represents first of all a saving of time and resources for the ministry,” added the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba. “So diplomats, in flesh and blood, will be able to be more effective and concentrate on other tasks of assisting citizens,” he continued. Kuleba also stressed that the active use of artificial intelligence technologies in the work of the Ministry of Foreign Affairs “is not a whim, but a wartime need.”
