New York state civil service: These are the salaries for exams open in December


STATEN ISLAND, N.Y. — The New York state Department of Civil Service (DCS) has released its December application schedule for New York’s entry-level civil service exams, and some jobs pay better than others.

The open-competitive exams are an opportunity to start a career in New York state. These tests are open to anyone who meets the qualifications listed on the examination announcement.

The exams will be held as either in-person written exams or online exams. Qualified candidates can apply online for these exams at https://www.cs.ny.gov/examannouncements/types/oc/.

The application period opened for: consumer services representative 1; consumer services representative 1 (Spanish language); disability analyst 3; disability analyst 3 (Spanish language); tax technician trainee 1; utility consumer assistance specialist trainee; utility consumer program specialist trainee.

Interested applicants can apply online by Dec. 27.

The applications for collection & civil prosecution specialist, radio dispatcher and senior radio dispatcher remain open with a deadline of Dec. 13.

ADDITIONAL INFORMATION

According to the state, an application must be submitted online or postmarked by the last date to apply. An application will not be accepted after the filing deadline has passed.

Application fees are free for exams this month.

To be considered for appointment, you must pass the written test. The Department of Civil Service may administer tests either online or with paper booklets and answer sheets.

Consumer services representative 1

Salary: $44,957

Job description, according to DCS: As a Consumer Services Representative 1 or Consumer Services Representative 1 (Spanish Language), you would receive, respond to and resolve complaints by telephone in a call center environment, or by letter between consumers and business organizations through voluntary mediation and educate the public on a variety of issues affecting New York State consumers.

Consumer services representative 1 (Spanish language)

Salary: $44,957

Job description, according to DCS: As a Consumer Services Representative 1 or Consumer Services Representative 1 (Spanish Language), you would receive, respond to and resolve complaints by telephone in a call center environment, or by letter between consumers and business organizations through voluntary mediation and educate the public on a variety of issues affecting New York State consumers. Job description, according to DCS: As a Tax Technician Trainee 1, you will participate in a two-year traineeship in which you will be trained to perform desk audits and related activities involving tax returns filed under various articles of the Tax Law administered by the Department. Training will consist of on-the-job training, supplemented by formal classroom training, designed to develop journey-level skills as a desk audit technician.

Utility consumer assistance specialist trainee

Salary: $44,957

Job description, according to DCS: As a Utility Consumer Assistance Specialist Trainee, you would perform a variety of activities and tasks in connection with the investigation and resolution of consumer complaints against the electric, steam, gas, telecommunications, cable, Energy Service Companies (ESCOs), Energy Brokers and Consultants, Distributed Energy Resource (DER), Community Choice Aggregation (CCA), and water service providers operating in New York State. These complaints include inadequate or substandard service, interruptions in service, disconnection of service, meter problems, billing problems, rate problems, deposit arrangements, deferred payment agreements, transferred balances, company policy, or other disputes requiring investigations and formal reply by the Department. You would also discuss energy conservation matters with consumers and provide information on utility regulation. You may also be trained through involvement with senior colleagues in all consumer assistance matters handled by the office.

Utility consumer program specialist trainee

Salary: $44,957

Job description, according to DCS: As a Utility Consumer Program Specialist Trainee, you would perform a variety of duties in connection with a statewide consumer education program and with the oversight of electric, steam, gas, telecommunications, cable, Energy Service Companies (ESCOs), Distributed Energy Resource (DER), Energy Broker and Consultants, Community Choice Aggregation (CCA), and water service providers in New York State. Tasks may include advocacy training to represent residential customer interests through involvement in utility rate cases and other Commission proceedings, participating in the design and implementation of the Department’s outreach and education program, and monitoring utility customer education, customer service, and low income programs. You may assist in the preparation of educational materials and direct mailings; staff exhibits at public events; assist at public statement hearings; and make presentations and/or seek public input in a variety of forums. You may also be trained through assisting in the evaluation of metering equipment and processes; review and monitor rate plan incentive programs; evaluating utility emergency plans and responses to electric and natural gas outages; and participating in the review of utility customer education plans. Finally, tasks may also include data entry into the Department’s Document and Matter Management system, analyzing complaint data, and drafting letters to address compliance filings or complaints related to energy service companies, distributed energy resource providers, energy broker and consultants, and Community Choice Aggregation providers.

Collection & civil prosecution specialist

Salary: $53,262

Job description, according to DCS: You would be under the direction of an attorney and the supervision of a Collection and Civil Prosecution Specialist 2, advise individuals of their obligations with respect to their debt(s) owed to New York State either by phone or through correspondence. You would provide this information based on your knowledge of the applicable laws, rules, and regulations pertaining to each case.

Radio dispatcher (DEC)

Salary: $42,493 (DEC)

Job description, according to DCS: As a Radio Dispatcher at Thruway Authority, you would monitor, dispatch, and control two-way radio traffic providing interconnections between the various communications systems used in the Thruway’s Statewide Operations Center. You would regularly use computer equipment and telephones to enter, receive, and transmit information; make data inquiries; and arrange for repair service when radio equipment requires it. You would also handle the telephone traffic through the communications center. You would be required to know the established policies for Toll Collection, Maintenance, Traffic and Safety, Media Relations and Communications, and State Police Troop T, and to keep abreast of important events happening in those and other areas affecting the operation of the Thruway. As a Radio Dispatcher, you would regularly receive, enter, and dispatch information on the weather, road conditions, unusual or hazardous vehicles, accidents, State Police action, and emergencies requiring assistance from Thruway personnel or outside agencies. In the course of your duties, you will also be required to disseminate real time roadway information obtained from camera images or other roadway devices to the traveling public utilizing web based systems or roadside devices such as Variable Message Signs, Highway Advisory Radio or other devices that are controlled by the Thruway’s Statewide Operations Center.

Radio dispatcher (Thruway Authority)

Salary: $43,700

Job description, according to DCS: As a Radio Dispatcher at Department of Environmental Conservation, you would work under direct supervision of the Senior Radio Dispatcher, serve as dispatcher for emergency and non-emergency calls from officers and the general public. Most calls are primarily directed to the mission of the DEC. You would obtain necessary information from callers in order to initiate assistance; serve as radio dispatcher of police resources; perform clerical, administrative and other duties related to the dispatch center service. Candidates must be able to communicate and work well with other dispatchers and the public. Work conditions include: sitting or standing for extended periods of time with headset on while monitoring computer screens; entering information using a computer keyboard; coordinating eye/hand movements while handling calls for the efficient use of radios and computers; speaking calmly and clearly in order to elicit information and giving instructions to a continuous flow of callers under stress; listening carefully to clearly understand caller information; making responsible judgments where timing is critical; and working within hearing distance of other dispatchers working under similar conditions.

Senior radio dispatcher (DEC)

Salary: $47,530 (DEC)

Job description, according to DCS: As a Senior Radio Dispatcher at Department of Environmental Conservation, you would provide direct supervision and administrative support to subordinate staff. You will be expected to provide training to dispatch staff and other appropriate DEC personnel in the proper operation of base, mobile and portable radio use. You will be expected to provide instruction and training to dispatch staff to effectively receive, document and transfer information by landline, cellphone, and radio. Your administrative duties and responsibilities would include scheduling and performance evaluations. The schedule will be prepared and maintained to ensure that all normal operating shifts are staffed. You will design and maintain an operating manual to ensure standardized training in operational procedures in collaboration with the supervising Lieutenant and Captain. You will develop and maintain a log for all communications equipment located in the Dispatch office. You will be directly involved in communication transmissions and situations where decisions of an immediate and highly responsible nature must be made. You will be expected to perform all the duties of a Radio Dispatcher on a routine basis and be included in the schedule rotation, especially during times of high radio traffic or call volume and, also to provide relief for other dispatchers as required. You may be called in during off duty hours in emergency or high radio traffic or call volume situations.

Senior radio dispatcher (Thruway Authority)

Salary: $51,814

Job description, according to DCS: As a Senior Radio Dispatcher at Thruway Authority, you would provide direct supervision, training, and administrative support to subordinate staff. Your administrative duties and responsibilities would include scheduling and performance evaluations. You may become directly involved in communication transmissions and situations where decisions of an immediate and highly responsible nature must be made. You will evaluate and take remedial and corrective action to address and resolve routine or emergency incidents. You may perform the duties of a Radio Dispatcher during times of high radio traffic or call volume. You may perform the duties of a Radio Dispatcher when required by management or provide relief for dispatchers as required. You may be called in during off duty hours in emergency or high radio traffic or call volume situations. For positions at the Thruway, you will also be required to monitor alarms and operate traffic management systems including but not limited to closed circuit TV, Variable Message Signs, Highway Advisory Radio, TRANSMIT and other devices utilized by the Thruway.
