Arizona DES Seeks Public Input on Nutrition Assistance Program Rule Overhaul


Arizona’s Department of Economic Security is embarking on an update to its rules for the Nutrition Assistance Program, seeking public comments on their latest draft. According to a notice on the agency’s website, the overhaul of 6 A.A.C.14 is designed “to improve the clarity and effectiveness of the rules and promote client outcomes,” in line with statutory and federal requirements. The notice outlines that written feedback is being solicited until February 17, 2025, with instructions provided for submissions via the Department’s comment form, email, or post.

The state’s revamping of these provisions, which serve to assist qualifying households with food purchases, has been officially approved since March 4, 2024; however, despite the invitation for input, the window for making substantial changes will be narrow once formal comments begin and could lead to more complex steps in the rulemaking process, the department’s document points to the necessity of receiving informal stakeholder input early on to shape the drafting of these rules effectively. Interested parties are encouraged to reach out to the Department’s Rules Unit directly for discussions on the proposed revisions. Responses to comments made in this phase will be integrated into the revisions process, though no individual replies will be provided.

Under these revisions, Arizona is aligning its local assistance efforts with federal standards meant to offer a nutritional lifeline to those in need, especially important in times where many face food insecurity. The program, formerly known as the Food Stamp Program, provides monthly benefits for the purchase of nutritious food and requires regular updates to keep pace with evolving guidelines and needs.

For those interested in contributing to the rulemaking process, detailed submission methods and deadlines are specified: comments via mail must be postmarked by February 17, 2025, and email or website submissions must be timestamped by 11:59 p.m. Mountain Standard Time on the same date; whether via email, web form, or snail mail, constituents should include their name, email, and any affiliated organization with their comments, in addition to the opportunity for stakeholders to convene with DES representatives by reaching out to the Rules Unit, further strengthening the appeal for meaningful participation in the crafting of Arizona’s safety nets which are fundamental for families navigating the choppy waters of economic uncertainty.
