WILDFIRE SAFETY

(NEW) HAZARDOUS FIRE CONDITIONS FORECAST FOR LATE SATURDAY NIGHT THROUGH MONDAY NIGHT

A Fire Weather Watch is in effect for LA County, including Malibu, from 3:00 AM Sunday, October 29 through 10:00 PM Monday, October 30, with a 70% chance of Red Flag fire conditions due to Northeast Santa Ana winds with gusts up to 35-50 MPH and low humidity. Humidity minimums are forecast of 5-10%. Be prepared for potential fires, evacuations, and power and traffic signal outages. Residents should monitor weather and emergency updates on local news and the NWS LA/Oxnard website. 

The City is coordinating on preparedness with the LA County Fire and Sheriff’s Departments, Caltrans and LA County Public Works. The Public Safety Team is coordinating with the Sheriff’s Host Team and Malibu Homeless Outreach Team to engage with people experiencing homelessness in Malibu about fire prevention and being prepared for potential evacuations. The Public Works Team will be patrolling the roads monitoring for road hazards, debris, and downed power lines. The City and Malibu CERT Team volunteers are coordinating to be prepared to use radio repeaters and handheld radios and set up the Emergency Information Station to be able to communicate and share information with the community in case of widespread power outage. The City and KBUU 99.1 FM are coordinating to post emergency information in the local radio broadcast. 

PREPAREDNESS TIPS 

  • Be prepared for potential power outages, fire, evacuations, hazardous road conditions due to branches in the road and malfunctioning traffic signals. Under CA law, come to a complete stop at any malfunctioning traffic signal. 
  • Move flammable furniture and materials away from your house, secure furniture. 
  • Check on elderly or disabled neighbors. Seniors, people who rely on wheelchairs, medical devices, or are otherwise not mobile, and owners of horses and large animals should consider leaving the area early.
  • Make sure you know how to open garage doors and electric gates when the power is out. For garage doors, see the video instructions. For electric gates, look up instructions on the website of your gate manufacturer or call the manufacturer, as there are many different systems. 
  • Check your emergency supplies and plans (don’t forget your pets). Keep your vehicle’s gas tank full. 
  • Know your Los Angeles County and City of Malibu Evacuation Zones (MAL-C111 – MAL-C114, the same as Zones 11-14 that the City adopted) by searching for your home or work address on Los Angeles County’s new Genasys website, which the County will use to post evacuation information based on the zones. Plan your evacuation routes and reunification locations. Find more evacuation information on the City website. 
  • Monitor local AM and FM radio (which will work with hand crank, solar, battery-powered and car radios if the power is out) and follow weather information from the National Weather Service website. 
  • The City will send out emergency alerts as needed and post all emergency information on the website. All current City alerts are posted on the alerts webpage. Sign up for City alerts (scroll down to “Alert Center”). Sign up for LA County emergency alerts. 

(NEW) POTENTIAL SCE PSPS POWER OUTAGES ON CUTHBERT AND SERRA CIRCUITS SATURDAY NIGHT DUE TO HAZARDOUS FIRE CONDITIONS

Due to the forecast Santa Ana winds and low humidity and potential Red Flag fire conditions, SCE has notified the City of Malibu that it may implement a Public Safety Power Shutoff (PSPS) on the Cuthbert and Serra Circuits in Malibu starting early Sunday, October 29 in order to prevent its equipment from starting a fire. 

Cuthbert Circuit area is approximately Latigo Canyon Road to Bonsall Drive, and from PCH approximately one mile inland. Serra Circuit area runs through Malibu Canyon approximately from Seaver Drive inland to Mulholland Highway. Look up Malibu circuits. 

If a PSPS is implemented, and the hazardous conditions have passed, it could take 24 to 72 hours to re-energize circuits because SCE must first inspect all power lines in the affected area to ensure they are safe to re-energize. The City has an agreement with SCE to station an SCE Community Resource Crew Vehicle at Malibu Bluffs Park (PCH and Malibu Canyon Road) from 8:00 AM – 10:00 PM in the event of a PSPS outage to allow community members to charge their devices and get power outage updates.

(NEW) LIVE FUEL MOISTURE HIGHER THAN AVERAGE, GOOD NEWS FOR MALIBU FIRE CONDITIONS   

The LIVE FUEL MOISTURE is currently at 102% as of October 26, 2023. The historical average is usually at the critical stage of 60% or lower for this time of year. 
As of October 26, the Live Fuel Moisture (LFM) is at an unprecedented 102%, which is extremely rare and positive for this time of year. That is great news for Malibu’s fire conditions. Higher humidity, a strong marine layer, cooler temperatures and the late summer rain have kept the LFM levels in the Santa Monica Mountains higher than usual and have brought new grasses. Last year at this time we were below the critical threshold of 60%. The Santa Monica Mountains are all currently reporting as “LOW” fire hazard. However, with potential Red Flag Event conditions forecast for late Saturday night, October 29 through Monday night, October 30, we can expect that to change. The hot, dry, Santa Ana winds and very low humidity could bring a higher chance of fire ignition and spread. With the increased potential for fire this weekend, the community is urged to be diligent with home hardening, brush clearance efforts and maintaining situational awareness. The additional rainfall this summer resulted new vegetation growth, so earlier brush clearance efforts must be revisited. (NEW) HOMELESS OUTREACH TO PREVENT ENCAMPMENT FIRES DURING HAZARDOUS FIRE CONDITIONS

With hazardous fire conditions with Santa Ana winds and low humidity expected early Sunday morning, October 29 through Monday night, October 30, the City’s Homeless Outreach Team, in coordination with City Staff and the Los Angeles County Sheriff’s Department (LASD), are proactively engaging with people experiencing homelessness in an effort to prevent fires related to homeless encampments. LASD and the City will be prioritizing the removal of homeless encampments and unhoused people from the brush-covered hills and canyons of Malibu and placing them into shelters. There have been three fires attributed to homeless encampments as of October 11, 2023, a significant decrease compared to the 23 homeless encampment-related fires in 2021 and four encampment-related fires in 2022. The recent data for the 2023 Greater Los Angeles Homeless Count showed 71 people experiencing homelessness in Malibu, a continuing decrease from 2022, 2021, and 2020.

(NEW) INSTALLATION COMPLETE OF BEACON BOXES TO ASSIST OUT-OF-AREA FIREFIGHTERS RESPONDING IN MALIBU

Last week, the City completed installation of 47 “Beacon Boxes,” which include maps and thumb drives with locations of fire hydrants, swimming pools and other valuable local information to assist out-of-area firefighters responding to wildfires in Malibu. The boxes were installed at strategic locations throughout the City, such as at the entrances to canyon neighborhoods. The Fire Safety Liaisons and Public Works staff installed the last of the 47 boxes, which the City had designed and built to address some of the recommendations following the devastating 2018 Woolsey Fire.

COMPLETE A HOME WILDFIRE ASSESSMENT 

Malibu homeowners are urged to complete a free Home Wildfire Assessment with the City’s Fire Safety Liaisons. (The emergency backpacks are no longer available). The assessment involves a 30-to-60-minute exterior inspection of your property looking at what can be done to make the home and property less vulnerable to the millions of flying embers from a wind-driven wildfire, a leading cause of homes burning down in wildfires. You’ll get a checklist of steps to take to harden your property, such as removing dead vegetation or wood furniture that is touching the house and covering attic vents with fine steel mesh. START PREPARING FOR WILDFIRE SEASON NOW – complete YOUR brush clearance, make a plan, gather supplies, monitor weather

Now is the time for everyone in the community, including businesses, to start preparing for wildfire season. Monitor local fire weather conditions and warnings on the National Weather Service Los Angeles/Oxnard website. Create and/or review your family or business emergency plan, including evacuation routes and reunification locations, and gather emergency supplies. Check the expiration dates on food and medication. Keep vehicle fuel tanks above half full. Make sure you are able to open electric gates or garage doors when the power is out. For preparedness guidance, get the Malibu Survival Guide. HEAVY VEGETATION FROM WINTER RAINS MEANS THAT BRUSH CLEARANCE IS CRUCIAL – THE CITY IS READY TO ASSIST YOU

June 1 was the LA County brush clearance deadline, but you can still complete your mandatory brush clearance. Many Malibu residents received brush clearance notices from the Fire Department for the first time due to updated maps. Proper brush clearance is required by law and is one of the most important ways to protect your home and property from wildfire, and to slow the spread of fires in our community. The record rainfall this winter was badly needed for our drought conditions and water supplies, but the lush vegetation on our hillsides will soon become fuel for a potential wildfire next fire season.  

Get help with complying with brush clearance requirements by scheduling a free Home Wildfire Hardening Assessment with the City’s Fire Safety Liaisons. They will conduct a 30-60 minute inspection that follow the Fire Code and nationally recognized best practices and provide a checklist of simple steps to take, such as good brush clearance, keeping flammable materials like dead vegetation and wood furniture away from the house, and covering up eave vents with metal mesh. (NEW) THE CITY OF MALIBU IS COMMITTED TO FINDING SOLUTIONS TO MAKE PCH SAFER

The City was shocked and saddened by the loss of the four young women. Our hearts are with all of those who have been impacted by this tragedy. The City of Malibu is committed to doing everything possible to improve safety on our 21 miles of PCH, which has long been a top priority for the community. While the City does not control PCH, since its incorporation, Malibu has worked closely with Caltrans, the LA County Sheriff’s Department and our other partner agencies to find ways to make PCH safer for residents, motorists, pedestrians and cyclists. We will continue to push for resources to achieve a higher level of safety for our community. The City has steadfastly taken steps to enhance safety on PCH, and will continue to do so, including these projects and programs. 

(NEW) SHERIFF ANNOUNCEs ARREST AND MURDER CHARGES IN DEATHS OF FOUR PEPPERDINE STUDENTS ON PCH

 The Malibu-Lost Hills Sheriff’s Station announced that on October 24, it had arrested the driver suspected of causing the deaths of four Pepperdine students who were standing on the side of PCH on October 17, and charged him with four counts of murder. His bail was set at $8,000,000. This investigation is ongoing. Anyone who witnessed or has information about the incident is asked to contact the Malibu/Lost Hills Sheriff’s Station at 818-878-1808. (NEW) CITY, COUNTY AND STATE PARTNERS PLEDGE TO MAKE PCH SAFER AND ANNOUNCE ACTIONS AT OCTOBER 23 CITY COUNCIL MEETING

During its October 23 meeting, the City Council heard impassioned testimony from dozens of community members about the need to improve safety on PCH in Malibu after four Pepperdine students were killed by a speeding motorist while standing on the side of PCH on October 17. Los Angeles County Supervisor Lindsey Horvath, whose 3rd District includes Malibu, Senator Ben Allen, whose 24th District includes Malibu, and the Los Angeles County Sheriff’s Department all reported on their efforts to improve safety on PCH in the short-term and long-term. They all pledged to join forces to pressure the state to bring more resources and change policies to allow certain improvements needed to reduce speeding, reckless driving, racing, and collisions on PCH. 

The City Council directed the City Attorney to report back on the feasibility of declaring a local state of emergency to enable the City to take specific actions to make PCH in Malibu safer at a special Council meeting in the next two weeks. The City will announce the details of the special meeting on the website and social media. 

Supervisor Horvath said that, since the October 17 tragedy, she and Senator Ben Allen and Assemblymember Jacqui Irwin, at Malibu’s request, requested that Governor Gavin Newsom allow Malibu to participate in a recently launched speed camera ticketing pilot program immediately. Speed cameras have proven effective at reducing vehicle speeds, collisions, and fatalities in many US cities and abroad.

Supervisor Horvath said she and Senator Allen are working with Caltrans, and communicating with California Undersecretary of Transportation Mark Tollefson, who oversees both Caltrans and CHP, to reduce speed limits on PCH, and get CHP to resume patrols on PCH in Malibu.

(NEW) CALL TO ACTION – CONTACT YOUR COUNTY AND STATE ELECTED OFFICIALS TO DEMAND CHANGES AND MORE RESOURCES TO MAKE PCH SAFER

During the October 23 Council meeting, Mayor Steve Uhring urged residents, students, business owners, employees, schools, and community-based organizations to contact their local County and State representatives and demand action to reduce speed limits, allow speed cameras, increase Sheriff’s Department patrols, and bring back CHP patrols to make PCH in Malibu safer. Save the Date for Public Safety Department Open House and five-year anniversary of woolsey fire, november 9

In recognition of the five-year anniversary of the Woolsey Fire and Malibu’s Annual Day of Preparedness, the City’s Public Safety Department will host an Open House Thursday, November 9, 10:00 AM – 4:00 PM in the Public Safety Department’s expanded office area in City Hall. Community members are invited to come by anytime during the Open House hours to meet the Public Safety staff, learn about the City’s wildfire preparedness and resiliency efforts, enjoy refreshments, receive a FREE NOAA weather radio, hear updates on the fire season conditions, schedule a home wildfire assessment, pick up a free print copy of the Malibu Survival Guide and more.  

(NEW) HOMELESS OUTREACH UPDATE

The City’s Homeless Outreach Team, which consists of two outreach workers and a housing navigator from The People Concern, reported that in September 2023, it engaged with 66 people experiencing homelessness in Malibu, three of whom went into permanent or interim housing where they will be connected to a broad network of services. Among them was a college student who lost their home during the Woolsey Fire while working to graduate from high school. After connecting with the Malibu United Methodist Church, the City’s Outreach Team, and the community at large, the person was able to successfully transition into housing with help from the Outreach Team’s Ross Program. The Ross Program provided school supplies, rental and housing assistance, and other financial assistance to help lighten the financial burden during the individual’s first semester in college. NEW INCENTIVE PROGRAM OFFERS DISCOUNTS AT LOCAL BUSINESSES FOR EMPLOYEES WHO WORK IN THE COMMUNITY

A new Malibu Employee Incentive Program (MEIP) was launched this week, offering a discounts at local shops, restaurants, and other businesses to people who work in the community. The program was developed by the Malibu-Pacific Palisades Chamber of Commerce and co-sponsored by the City. The MEIP program is a great way to show appreciation for people who work in our community, and it helps local businesses. Please be sure to check the list regularly, as the Chamber is working hard to expand and grow the program and the number of participating businesses.

(NEW) MALIBU RESIDENTS REBUILDING AFTER THE WOOLSEY FIRE NOW HAVE MORE TIME BEFORE A PROPERTY TAX RE-ASSESSMENT IS TRIGGERED

AB 1500, a bill co-authored by Assemblymember Jacqui Irwin, whose district includes Malibu, was signed by the Governor on October 8. The bill, which was initiated by the City of Malibu, expands support for Californians whose properties have been damaged or destroyed by wildfires, including Malibu homeowners who are rebuilding after the Woolsey Fire. It gives them three additional years to rebuild before a full reassessment of their property value is triggered. See the full text of the bill.

(NEW) MALIBU MIDDLE AND HIGH SCHOOL CAMPUS SPECIFIC PLAN

The City Council has adopted the California Coastal Commission’s (CCC) modifications to the Malibu Middle and High School Campus Specific Plan. The City Council’s approval will be reported to the CCC in November. Once the CCC’s Executive Director reports the Council’s approval, the Specific Plan will be certified. (NEW) WOOLSEY FIRE NON-CONFORMING STRUCTURES DEADLINES PUBLIC HEARING, DECEMBER 11

On November 23, 6:30 PM, the City Council will consider extending the deadlines to rebuild non-conforming structures destroyed or damaged in the Woolsey Fire without having to bring the structure into compliance with current ordinances. The staff report will be available on the website in advance. On October 16, the Planning Commission held a public hearing on the matter and recommended the deadlines be extended. Homeowners with an approved Planning Verification to maintain non-conforming structures who will not meet the November 8, 2023 deadline to get building permits are encouraged to request an extension using the online form. These extensions will be held on hold until a final City Council action and will be considered moot if the code amendment is adopted. TEMPORARY USE PERMIT ORDINANCE HEARING POSTPONED

The City Council public hearing scheduled for October 23 on regulations related to Temporary Use Permits (TUPs) has been postponed. The City will announce the date of the hearing as soon as it is scheduled. The hearing is to consider an ordinance and the Planning Commission’s recommendations on updating regulations for TUPs, which are permits for events at non-residential properties. The hearing is to address comments provided by the Planning Commission on May 1. CITY COUNCIL adoptS WOOLSEY FIRE FEE WAIVER DEADLINE EXTENSION 

On September 25, the City Council adopted a resolution extending the deadlines by three years to apply for the Woolsey Fire Rebuild Fee Waiver Program in order to support homeowners who are still working on their rebuild projects. For more information, visit the Fee Waiver & Deadline webpage. 

MALIBU HALF MARATHON, 5K, AND KIDS RUNS AT ZUMA BEACH, NOVEMBER 3-5

A Temporary Use Permit has been issued for the 15th Annual Malibu Half Marathon, 5K, and Kids’ Runs fundraiser hosted by the Malibu Race Series in conjunction with the Boys and Girls Club of Malibu to be held at Zuma Beach November 3 – 5. Zuma parking lots 11 and 12 will be occupied by the event for three consecutive days. For more information, see the public notice. 

RYOKAN MOTEL AND MALIBU TIDEPOOL HEALTH CLUB PUBLIC HEARING, NOVEMBER 6

 On November 6, the Planning Commission will hold a public hearing during its regular meeting to consider entitlements and a zoning change for the existing Nobu Ryokan Motel and Malibu Tidepool Health Club lots and conversion of the existing non-conforming use motel and adjacent private gym and pool to a bed and breakfast inn. Currently, there are permitted events on October 27 and 29, November 3 and 5, and November 25 – December 17. The City of Malibu Planning Department posts a weekly report of approved event permits on the website. In order to help the public stay informed of pending event permit applications and to create opportunity for public input, the Event Permit Report includes all event permit applications deemed complete for review for consistency and compliance with the requirements of the Malibu Municipal Code and the Planning Director’s action on each application. City Hall is open to the public. Regular City Hall hours are Monday through Thursday, 7:30 AM to 5:30 PM and Fridays 7:30 AM to 4:30 PM. Members of the public may come to City Hall without an appointment during public counter hours. An appointment will be needed for in-person assistance during any other hours. Appointments can be made online. The use of facemasks is now “individual preference” while inside City Hall, in accordance with Los Angeles County Department of Public Health guidelines.

(NEW) COASTAL CLEANUP PRESENTATION TO CHAMBER OF COMMERCE 

The City presented a recap of its recent Coastal Cleanup Day to the Malibu-Pacific Palisades Chamber of Commerce on October 19. On September 23, the City captained the volunteer event as part of California Coastal Cleanup Day Westward Beach and Zuma Lagoon. 114 volunteers cleaned over 627,000 square feet of the beach and collected 53 pounds of trash and 15 pounds of recyclables. The City’s cleanup event was highlighted in a Malibu Times article.

(NEW) ORGANICS RECYCLING VIRTUAL TRAINING AND KITCHEN CADDY GIVEAWAY, NOVEMBER 15

The City is offering an organic waste recycling virtual training on Wednesday, November 15, 7:00 PM, funded by CalRecycle. The Organic Waste Recycling Program is an important way that Malibu can fulfill its commitment as a community to be part of the efforts to address climate change and protect the environment. Attendees will receive a free dishwasher safe, 1.9-gallon kitchen scraps caddy to help you conveniently separate food waste to be recycled (limit one per household). (NEW) UPCOMING COASTAL VULNERABILITY ASSESSMENT WORKSHOPS, NOVEMBER 14 AND 16

The City invites community members to participate in upcoming workshops to learn about Malibu’s Coastal Vulnerability Assessment and the projected impacts of sea level rise associated with climate change, ask questions, and give their input. There will be an in-person workshop on Tuesday, November 14, 3:00 PM – 5:00 PM at Malibu City Hall, and a virtual workshop held on Thursday, November 16, 3:00 PM – 5:00 PM. (NEW) HOUSEHOLD HAZARDOUS AND ELECTRONIC WASTE COLLECTION EVENT, NOVEMBER 18

Los Angeles County is hosting a semi-annual household hazardous waste (HHW) and electronic waste collection event on Saturday, November 18, 9:00 AM – 3:00 PM located at the Malibu Civic Center rear parking lot. Items must be carefully secured in the vehicle’s trunk or pick-up bed. Hazardous waste cannot be placed with other items. Waste should be in a sturdy box, preferably in their original containers. (NEW) VETERANS DAY RECOGNITION CEREMONY, NOVEMBER 11

The entire community is invited to join in celebrating Veterans and current members of the military who have served our country and our community at the Malibu Veteran’s Day Public Ceremony, Saturday, November 11, 11:00 AM to 1:00 PM at Malibu City Hall’s Civic Theater. The free event, co-sponsored by the City, will feature, Veterans speaking, Color Guard, song, dance and poetry performances by community members and local school students and more. (NEW) CAFFEINATED VERSE POETRY PROGRAM, NOVEMBER 18

Join Malibu Poet Laureate Nathan Hassall for Caffeinated Verse featuring Kareem Tayyar on Saturday, November 18, 11:00 AM at the Malibu Library. Local poets will also read original work during the open mic session. The City’s free poetry workshops are offered in partnership with the Malibu Library, the Malibu Poet Laureate Committee, and the Malibu Arts Commission. (NEW) “DICK VAN DYKE – MOMENTS IN TIME” ART EXHIBITION OPENING RECEPTION, NOVEMBER 19

The Malibu Arts Commission presents “Dick Van Dyke – Moments in Time,” a portrait series by photographer Laura Johansen. The free opening reception takes place on Sunday, November 19, 12:00 PM in the Malibu City Gallery at City Hall. Enjoy a live musical performance by A Call 2Peace and a Q&A session with the artist. Celebrate the artist, view the artwork, and enjoy free food and refreshments. RSVPs are not required. The exhibition is open through January 5, 2024. LAS FLORES CREEK PARK PLAYGROUND CLOSED FOR MAINTENANCE – OCTOBER 23 – 30

The Las Flores Creek Park playground will be closed for preventative maintenance from October 23 through 30. Other facilities at Las Flores Creek Park will remain open. For a list of other available playgrounds, visit he Parks webpage.  

PUBLIC WORKS

(NEW) LANE CLOSURES ON DECKER ROAD FOR HILLSIDE STABILIZATION WORK STARTING OCTOBER 30

Caltrans will have full and one-lane closures on Decker Road from PCH mile 2.6 in Malibu to install steel mesh netting on hillsides to prevent rocks and debris from falling on the roadway starting October 30. Signs will be posted. The first phase requires full closure of the curvy two-lane road to allow a large crane to lift the netting. Slope repair work has been ongoing in preparation for the winter storm season. The rock netting is another layer of protection designed to prevent rain-related slides that could shut down sections of the road and be a potential hazard. Work is expected to be completed in December. Work hours: 7:00 AM – 4:00 PM Monday – Friday. There will be full lane closures in both directions for six days (nonconsecutive), and single lane closures with alternating traffic for 40 days. Motorists are advised to seek alternate routes, and check Caltrans Quickmaps for real-time traffic information. Neighbors may experience noise, vibrations and dust associated with the work.
