The scene was familiar: nearly a dozen energetic young ladies seated in council chambers at the Municipal Building, chatting among themselves while awaiting their latest city government recognition as top tennis players in North Carolina.

“One of the things we like to do is celebrate champions,” Mayor Jon Cawley told the 11-member girls tennis team at Mount Airy High School and its coach, Luke Graham, during a meeting Thursday night.
