Inspector general: Wolcott man dead after police respond to mental health crisis


WOLCOTT, CT (WFSB) – A man who experienced a mental health crisis died while in the custody of the Wolcott Police Department, the Office of Inspector General said.

The man was identified as 52-year-old Robert Scott Brown of Wolcott.

The inspector general said that Wolcott police responded to a home on Tyrell Drive on Oct. 31 around 3:45 a.m. for a report of the report of a person experiencing a mental health crisis.

Officers were directed to a bedroom in the house and found Brown lying on the floor covered in blood.

He had two large wounds on his neck that appeared to be self-inflicted, the report said.

“He was obviously seriously injured and had suffered a significant loss of blood,” the inspector general’s report read. “When officers attempted to assist Brown, he became combative trying to push officers away holding a razor in his hand. He later brandished a saw blade.”

Officers attempted to engage Brown in dialogue in an effort to get him to drop the saw blade and allow medics to treat him, the inspector general said.

Brown was said to be uncooperative.

Eventually, through the use of a Taser and the actions of multiple officers, the inspector general said Brown was taken into custody so that he could be treated by emergency medical services. EMS transported Brown to St. Mary’s Hospital in Waterbury.

However, the inspector general reported that he was pronounced dead by hospital personnel at 5:04 a.m.

“It’s a tragic situation for everyone involved,” said Chief Ed Stephens, Wolcott Police Department.

No other details were released.
