Rick McConnell Joins Kutak Rock’s Public Finance Practice in Kansas City | News and Publications


 

Kutak Rock is pleased to announce that Rick McConnell has joined the firm as a transition partner in the Public Finance practice group. He will be based in the firm’s Kansas City office.

Rick brings more than two decades of experience in public finance law, serving as bond, disclosure, tax, and special counsel to cities, counties, conduit issuers, and special purpose districts. He has extensive knowledge in a broad range of tax-exempt and taxable financing structures, including general obligation bonds, revenue bonds, lease/purchase financings, tax increment financing, and tax abatement. Rick has also frequently served as special counsel on matters involving economic development incentives.

Prior to joining Kutak Rock, Rick served as a partner at a national law firm from 2018 to 2025 and as a shareholder at a public finance firm from 2000 to 2018. In addition to his legal career, Rick served in administrative roles for the City of Branson, Missouri, including as interim city administrator—experience that brings a unique and practical perspective to his public finance work.

Rick has served clients in a number of high-profile matters, including over $40 billion in Missouri Chapter 100 financings for a data center and over $140 million in certificates of participation to a new county jail and related court and public safety improvements.

Rick earned his J.D., with distinction, from the University of Missouri–Kansas City, where he served as Literary Editor of the UMKC Law Review, and holds a B.A., summa cum laude, in political science from Missouri Southern State University. Rick is admitted to practice in Missouri and Kansas and is a member of the Missouri Bar, Kansas Bar Association, and the National Association of Bond Lawyers.
