School Board Meeting Opens with Tense Confrontation

The Excelsior Springs Board of Education convened on November 14, 2023, for a comprehensive meeting covering various critical agendas. The meeting, presided over by Board president Tray Harkins, was held at the Support Services Center Boardroom. All members were present except for Troy Snelling.

A Strained Start
The meeting began on an unusual note. Visitor Diane Elliott confronted the board about not being allowed to address them regarding the alleged assault of her grandson in the High School bathroom earlier this year. Elliott, who spoke at the October meeting, followed the same procedures but was told she could not speak at this meeting. She challenged the board, questioning, “I don’t understand why I can’t speak. You let me last time. Can you answer that? Why did you let me do it last time, and you’re refusing to let me do it this time?” The board remained silent for several moments before Board President Tray Harkins asked Elliott to modify her request to speak, removing questions about the number of bullying incidents at the high school. As she sat back down, Elliott said she’d also like to know the number of lawsuits the school district is involved with. To which Superintendent Jaret Tomlinson responded, “That’s not something we’ll discuss.”

Adoption of Agenda and Consent Agenda
The Board officially commenced the meeting with the adoption of the agenda, followed by the consent agenda, which included approval of open session minutes, bills, financial reports, resignations, revisions to the 2023-24 substitutes list, building reports, contract agreements, construction invoices, technology items for salvage, employment recommendations, and a non-violent crisis prevention training stipend.

Notable Resignations and Employment Recommendations
The Board acknowledged several resignations, including Alycia Clevenger (Para, Early Childhood Center), Carol (Michelle) Krier (Nurse, Middle School), Scott Schwab (Para, High School), and Traci White (Secretary, Cornerstone Elementary). New appointments included Chris Clark as Fire/EMT Instructor and Kim Mawby, MSN RN, as School Nurse at the Middle School.

Recognition and Reports
Jessica Eastep, the High School nurse, was honored as the November Classified Employee of the Month. The Board also reviewed the November MSBA Board Report video and shared experiences from the MSBA’s Annual Conference held earlier in the month.

Diane Elliott spoke during the Visitors’ Forum and asked about expanding automotive technology and welding programs based on student interest.

Departmental Updates and Discussions
Dr. Miller’s Academic Services Report focused on resource allocations, upcoming MAP/EOC data, and STAR assessment scores. Dr. Everett’s Human Services Report emphasized social-emotional survey results, anti-bullying initiatives, and the Holly Days reminder. Dr. Bullimore presented an Operations Report covering transportation, communications, and attendance data.

Superintendent Tomlinson reported on the new Lewis Elementary construction, facility upgrade plans for the coming years, and tennis court repairs.

Key Discussions and Future Plans
The meeting also featured presentations on community survey results, a middle school board report addressing last year’s goals, achievement reviews, and bullying initiatives. A significant focus was placed on the Nursing & Wellness Program, with an update on post-Covid era challenges, substitute nurse requirements, and short-term and long-term goals for health services.

Upcoming Meetings
The next Regular Board of Education meeting is scheduled for December 12th at 6:30 p.m. in the Boardroom at the Support Services Center.
