Texas legislature eyeing regulation of artificial intelligence


Both houses of the Texas legislature are looking into potential implementation and regulation of artificial intelligence, with committee hearings to investigate the topic over the summer.

On Monday, the House Select Committee on Artificial Intelligence and Emerging Technologies held its preliminary hearing. In opening, committee chair Giovanni Capriglione, R-Southlake, played an audio recording of what sounded like each of the committee members making introductory remarks, before it was revealed that the recording was written and voiced via artificial intelligence.

Though the Texas legislature began looking into artificial intelligence, or A.I., in the most recent regular session, many of the popular developments and heightened scrutiny have come about while the legislature was out of session. As such, any new policies on A.I. likely wouldn’t come about until 2025, when the legislature returns for its next regular session.

“I don’t think there’s anything that’s going to stop Texas from trying to regulate A.I. in domains that it sees fit, but as it currently stands, I think the legislature and state government are really actually just trying to begin to figure out what role AI is going to play,” Joshua Blank, research director at the Texas Politics Project, said. “I think for a lot of ordinary people, the impact of artificial intelligence on the campaign is going to be one of their first major introductions to some of the capabilities of artificial intelligence and the impact that’s going to have on the legislature.”

The House Artificial Intelligence Advisory Committee is set to meet on Wednesday. On the Senate Side, the Committee on Business and Commerce is set to meet, beginning in June, to discuss the implementation of A.I.
